- Hitler:

- Kagame: Has

- Hitler:
Carried out mass killings, including the Holocaust, which led to the
deaths of millions, particularly Jews.
- Kagame:
While not on the same scale as Hitler, Kagame's government has been
accused of assassinations, enforced disappearances, and human rights
